    I know many of you will be very unhappy and disappointed with this announcement, nevertheless I need to inform you, our 2013 B* project, the Zegers/Winograd Project, will end at the end of this month, September 2021.
    As you know from my monthly project status emails, I've been trying for a long time to find somebody to take over the project.  And there were many who have shown interest.  But after finding out it takes between 3 and 10 hours a day, every day, 7 days a week, to keep track of the notes and to answer hundreds of emails from people, where many of them know nothing of star notes, well, basically everybody who has shown an interest in running the project, backed out...
    Just so you understand, entering the notes into the spreadsheet takes no more than 10% of the time spend on the project.  And setting up the monthly project status update and the official spreadsheet once a month, that's no more than a couple of hours.  It is dealing with the emails that takes 90% of my time!
    And then, something unexpected happened.  R
    ecently I was diagnosed with something I hoped I would never experience.  And now I will have to concentrate on that and on my family, and so I will no longer be able to find time for our project.
    On October 1 I will send out the last project status update and a spreadsheet with all the notes reported up to September 30th. I will include there about 600 notes from runs 2 and 3 reported to me after April 1, notes I never reported in the official monthly spreadsheets.
    It was a great pleasure to run this project for almost 4 years.  And during that time I have met many wonderful people and became very good friends with some of them.  So I too am very sad to have to end it.  But, Ed and I are very happy we accomplished what we were hoping for when the project started.  Ed worked tirelessly to promote the project, or should I say, promote the visibility to this BEP production error.  After all, it was he who contacted me first to create this project.  And I'm sure without him, many of you would have never known about it.  With this project we helped collectors find a common place to report their notes and what we hoped for, has happened.  We helped identify 11 matched pairs.

    2013 New York Duplicate Production Error Run Serial Number Matched Pair
    Serial numbers are supposed to be unique. The Bureau of Engraving and Printing accidentally printed duplicate serial numbers for some 2013 star notes. The range of serial numbers that were duplicated are as follows:
    B 0000 0001 * - B 0025 0000 *
    B 0320 0001 * - B 0640 0000 *
    B 0640 0001 * - B 0960 0000 *
    First Some Background
    Where is paper money printed?
    It is a common (but incorrect) assumption that the federal reserve bank of the note is also where it is printed. Paper money in the United States is actually printed in two locations - Washington DC and Fort Worth, TX. Notes are then sent to any of the 12 federal reserve banks, then distributed into circulation through places like banks.
    Serial numbers
    Under normal circumstances each serial number + series + denomination is unique - only used a single time.
    What happened?
    In late 2014, the Bureau of Engraving and Printing (Washington DC facility) printed three star note runs for the New York "B" district. Nothing special about it. They printed these serial number ranges:

    B 0000 0001 * - B 0025 0000 * (October 2014)
    B 0320 0001 * - B 0640 0000 * (November 2014)
    B 0640 0001 * - B 0960 0000 * (November 2014)
    A year and a half later, the Bureau of Engraving and Printing (this time the Fort Worth facility) printed three more star note runs for the New York "B" district. They printed these serial number ranges:

    B 0320 0001 * - B 0640 0000 * (June 2016)
    B 0640 0001 * - B 0960 0000 * (July 2016)
    As you can see, there are a lot of overlapping numbers. This is never supposed to happen, and why you might've seen a message like

    in your Star Note Look up results.

    If you see "FW" it means your note was printed in Fort Worth, TX. If you do NOT see "FW" it was printed in Washington DC. Easy!
    Your eyes are not deceiving you.
    These are in fact two different one dollar notes, but they are from the same year, same treasury officials, same denomination, same replacement designation, same federal reserve bank, and they have the same serial number. The only difference is that one was printed in Washington DC and the other in Forth Worth. How did this happen you ask? Well that's the thing, it's not supposed to happen and has only happened a few times prior. Peter Huntoon has written two great in-depth articles about these banknotes, once in the March 2020 Bank Note Reporter and again in January 2021.
    To summarize, The BEP accidently duplicated serial numbers on the 2013 Series Federal Reserve Star Notes for the New York Federal Reserve Bank (District-2). In 2016, passionate collectors Ed Zegers and Mr. Karol Winograd noticed that there was some deviation in the circulating 2013 FRN stars of the New York District that had not been listed in BEP production reports.
    This alone is curious enough, but what really lit this niche world on fire was when it was learned that the BEP's Western Facility in Fort Worth, TX had also printed NY stars, many with serial numbers in the same range as the previous documented DC issues. The "FW" printed notes for the New York stars resulted in 6,650,000 possible duplicate green FRN serial numbers.
    The only visible difference on the star-notes is that small "FW" on the face plate serial number located on the lower right note-face. The DC stars were printed first in 2014 and then re-printed by Fort Worth in 2016. While perhaps mundane to some, were this to affect a modern coin (or Pokemon card) in the same way, there would be constant news reports and stories of bags of cash exchanging hands to acquire these oddball rarities. And to be fair, with more than 13,300,000 of these floating around, finding an example is not difficult. The challenge is finding and then matching a pair.
    BEP PRINTING DATA FOR 2013 REPLACEMENT for the NEW YORK DISTRICT:-In October and November 2014, the DC printing facility received BEP authorization to print Series 2013 New York Star Notes with serial numbers B00000001*-B00250000*, and B03200001*-B09600000*, they were printed and sent out into circulation.
    In June and July 2016, the FW printing facility received BEP authorization to print Series 2013 New York Star Notes with serial numbers B00000001*-B06400000*, and B06400001*-B09600000*, they were printed and sent out into circulation.
    This pair did not magically come together, as members of the group found the PMG 66 in an original BEP pack from a currency dealer in Alaska. Two years later, the other example was found in a coin shop in Germany.
    The project is now lead by Mr. Karol Winograd and several collectors have joined the impressive network and have spent countless hours recording and tracking any pair possible. Searching eBay, auction sites, and even pocket change! Since the first pair was discovered in 2019, the group has amazingly matched a total of seven pairs.
