Error bill US Currency misprint raised serial number digit offset

Description

Series 1981 bill in uncirculated condition, stored in a plastic sheath since the day it was found.  This is from a private collector who once worked inside a money room/vault.  The Serial Number on the right side of the bill has the last digit (the number 4) shifted/offset/raised up as in the pictures.  Serial number B 79171544  A
