These are booster tags and not regular license plates, they are in their original envelope from the department of transportation of the division of motor vehicles from Charleston. The front of the wrapper said West Virginia Make it Shine and asked the West Virginia residents for help in making WV the cleanest state in the nation, Cecil Underwood was the Governor.
