Screwback 2 piece Hat Badge in Sterling Silver and Gold plate.  I have two sets of shoulder boards, collar tabs and uncut bullion badges for the boards from the same officer listed so be sure to check those out.
The back of the two anchors reads "Sterling, Vanguard, and 1/20-10 K G.F."
It is 1/20-10 K gold filled on Sterling silver, a very high plating standard used during the period.
